The panel that closes an entity page, restating the action after the reader has scrolled the whole thing. Centred, padded, rounded, with the primary CTA and an optional secondary beside it.
The garden tone sits on this element, not on a wrapping full-bleed section. ADR 0013's data-tone is used both ways, and which one a surface is belongs to the surface: the closing is a contained panel, not a band. Everything about the tone is owned by code — no CMS field reaches it.
Re-tone the frame and the panel holds its garden. That is the point of putting the tone here.
